There shouldn't be a problem with combining them, but it wouldn't be ideal running the lower voltage RAM at the higher voltage. However there is also another difference: the second one has a CAS Latency of 16 as opposed to 18, which probably explains the higher voltage – and it would probably run at the looser timings with the lower voltage.
